I must trouble you with this both because of your own particular interest in anything, important to do with Hong Kong and because the Secretary of State, on having a preliminary report from the Department,posed the questions which are set out in tabulář form at No.3 with the Department's answers to them.

You need not, I suggest, trouble yourself with all the details here, but you may care to look in particular at the revised draft (No.6) of the Statement which the Governor wishes to issue appear in Hong Kong about the future of the University. Both the draft telegrams are subject to the concurrence of the Foreign Office and the Treasury, and after they have gone we shall have to take up with the Treasury (and this should be done as a matter of urgency) the financial proposals involved since although practically the whole of the money is now to be found from Hong Kong funds, the Treasury have an interest so long as that térritory is grant aided.

I have sent the draft telegrams to the Treasury. and Foreign Office for their early comments (Nos. 7 & 8). In the meantime a further telegram has come in from Hong Kong this morning (No. 10) which rather complicates matters. Subject to the comments of the Treasury and Foreign Office, which I am seeking, I propose to deal with this telegram as indicated in the flimsy of the letter which I have sent to Mr. Pitblado, with copies to the Foreign Office, this morning (No.11).
